We would not recommend Shein as an ethical first choice. The concerns include worker hours, how discounts and shopping prompts influence spending, and a confirmed privacy sanction. Who owns SHEIN now?
SHEIN Global Holdings Limited announced its Hong Kong Stock Exchange debut on September 1, 2026, under stock code 00625. The company is incorporated in the Cayman Islands and uses weighted voting rights. That makes older descriptions of SHEIN as simply a privately held retailer out of date. Are the discounts as good as they look?
The European consumer-protection network’s assessment identified fake discounts, pressure-selling deadlines, misleading sustainability claims and problems with consumer information on Shein. The Commission’s current summary says the coordinated action remains ongoing. This is a regulator-led assessment requiring a response, not a final court judgement on every promotion. The practical implication is to compare the final price with alternatives rather than trusting the percentage off or a countdown. Decide what you need before opening the app. A cheap extra item is still an extra expense if you would not otherwise have bought it. Why are regulators looking at the shopping experience?
On 17 February 2026, the Commission opened a separate Digital Services Act investigation into addictive design, recommendation transparency and safeguards against illegal products. This is part of ethics too: whether a service helps you make a deliberate purchase or encourages repeated engagement and spending. Turning off promotional notifications and leaving the basket overnight can help restore a little distance. These are spending habits you can control while regulators examine the company’s obligations.
What do workers say about the hours?
Public Eye’s May 2024 follow-up investigation interviewed 13 workers in Guangzhou and reported working weeks around 75 hours at sampled suppliers. It challenged the idea that earlier promises had resolved excessive hours. This is direct worker-based evidence from a limited sample, not a count of all Shein factories or a fresh 2026 inspection. A small sample cannot establish prevalence across an entire supply chain. It can still identify conditions that require investigation and remedy. The ethical test is not whether an audit system exists; it is whether workers can earn adequately without exhausting schedules and can raise complaints without losing their income.
What improvements does Shein report?
For 2024, Shein reports 4,288 supplier and subcontractor audits in China, covering around 95% of own-brand procurement value. It says audit grades improved and 34 grievances, mainly involving wages and compensation, were investigated and resolved within its timelines. Those are company-reported outcomes, with coverage defined by purchasing value rather than every marketplace seller. 2024 company disclosure
This deserves scrutiny rather than automatic dismissal. Independent confirmation from affected workers would strengthen confidence in the grievance outcomes. Procurement-value coverage is also not the same as the share of factories or workers covered, so the denominator should remain visible.
The same report describes climate targets and emissions-reduction initiatives. A target or modelled saving from an initiative is not, by itself, proof that the company’s total footprint declined. What happened with customers’ data?
France’s CNIL imposed a €150 million fine on Shein’s Irish European website operator in September 2025 for cookie-rule breaches. Its findings included placing advertising cookies before consent and failures to respect or explain choices. The operator distinction is useful: a brand, its regional legal entity and a third-party marketplace seller are not interchangeable. Check who is selling an item and keep the order information. On privacy, make a deliberate tracking choice rather than assuming that a low-cost purchase has no data implications.
What should a shopper do with this information?
If you have a workable alternative within your budget and size needs, these combined concerns give a strong reason to consider it. We are not presenting an unresearched alternative brand as problem-free, and we are not asking people to discard clothing they already own.
Keep useful garments, repair feasible damage and avoid buying solely to reach a reward or promotion threshold. A more convincing Shein record would include worker-confirmed reductions in excessive hours, independently supported remedies and resolved consumer-law concerns. Until then, its reported improvements do not support a confident ethical recommendation.
